Parliament Approves New Startup Tax Relief Package for Small Digital Businesses

Young entrepreneurs celebrate as parliament fast-tracks support measures for tech startups.

Kenya's parliament has approved a new tax relief package targeting startups and small digital businesses as part of a broader initiative to support youth-led innovation and create more formal employment opportunities.

Support for Youth-Led Businesses

The package includes lower compliance costs in the first two years of operation, simplified filing requirements for micro-enterprises, and exemptions on certain import duties for technology equipment. Startups valued under Ksh 50 million will also be exempted from several regulatory fees.

The measure was fast-tracked through parliament after extensive lobbying from the Kenya Digital Economy Association and several youth-led advocacy groups. The vote was nearly unanimous, with 287 MPs voting in favor and only 12 opposed.

"This is a game-changer for the startup ecosystem. When I started my tech company five years ago, I spent Ksh 2 million just on compliance and regulatory fees in the first year. This would have dramatically changed my trajectory," said a successful tech entrepreneur who testified before parliament.

Analysts estimate the package could improve survival rates for early-stage startups by 30-40% and create over 50,000 formal jobs in the digital economy within three years. The government has committed Ksh 500 million to support implementation and monitoring of the program.

The tax relief package is expected to go into effect on July 1, 2026.
